Development Guidelines published in 2007

The function of the planning system is to support the sustainable development of land in the interests of the common good.  The development plan is intended to provide the strategic framework and policy context for all local planning decisions. The Planning and Development Act 2000, referred to hereafter as “the Act” or “the 2000 Act”, reinforces the role of the development plan as the primary strategic statement on land-use planning at city, town and county levels, and provides a clearly defined context for the formulation and content of planning applications.

The aim of these guidelines is to:

• Improve the quality and consistency of development plans, and thereby improve the quality and consistency of decisions on planning applications,

• Strengthen the strategic content of development plans, in the context of the hierarchy of plans envisaged under the 2000 Act, and

• Encourage consensus-building in the preparation, implementation and review of development plans.
